    Abstract Flash flood risks in the Ngan Sau-Ngan Pho mountainous river basin (north central of Vietnam) were examined based on GIS and a spatial multi-criteria approach. A set of indicators were firstly proposed for the assessment of hazard, exposure and vulnerability. Analytic hierarchy process (AHP) technique and Iyengar and Sudarshan's method were then applied for calculating weights of hazard and vulnerability indicators, respectively. Flash flood risks were assessed by means of the “risk triangle” approach and were finally validated using past flood records. It was found that flash flood hazard was mainly at medium and low levels, with a very high hazard area of 178.6 ha accounting for 0.1% of the total river basin. Exposure at high and very high levels was mainly detected in the economic center of the basin. The high and very high vulnerability areas accounting for 98.2% of the total area were mainly concentrated in mountainous areas. The largest area was low risk totaling 219,083.1 ha (accounting for 68.6% of the basin area), followed by 67,148.6 ha (very low risk: 21%), 27,181 ha (medium risk: 9%), 5,909.7 ha (high and very high risks: 1.8%). These results demonstrate the proposed set of indicators, GIS and spatial multi-criteria analysis allow for effective flash flood risk assessment in mountains.

    Abstract Reservoir inflow forecasting with high reliability plays an important role in the operation and management of the reservoir for power generation, irrigation, flood prevention as well as ensuring the safety of the dam. However, the level of forecast accuracy is limited, since its performance depends on rainfall forecasting and hydrological model. In order to increase the efficiency of forecasting, this study introduces the inflow forecasting method that integrates the real-time updating techniques with continuous optimization method of MIKE NAM model to specify the appropriate parameter set for forecasting time. The proposed forecasting method was tested for the Ho Ho reservoir, the area facing the scarcity of historical data for model calibration and verification. The analysis of the forecasting results for Ho Ho reservoir using transferred parameters from the stable calibrated parameter values at Hoa Duyet station (downstream of Ho Ho reservoir) and the results obtained using the adapted parameters by the proposed method shows that the adapted parameter values provides a more reliable forecast, which will better serve the decision making.

    Abstract Sự bùng nổ của thương mại điện tử trong những năm gần đây đã đặt ra nhiều thách thức lớn, đặc biệt là trong việc bảo hộ quyền sở hữu trí tuệ đối với nhãn hiệu khi chúng được khai thác và sử dụng trên các nền tảng thương mại điện tử. Việc thích ứng và sớm hoàn thiện các quy định về các hành vi mới trong sử dụng nhãn hiệu trên nền tảng thương mại điện tử là cần thiết. Vì vậy, trên cơ sở học hỏi kinh nghiệm của Trung Quốc và Hoa Kỳ, bằng các phương pháp nghiên cứu khoa học luật, bài viết sẽ phân tích và làm rõ các hành vi mới trong sử dụng nhãn hiệu trên nền tảng thương mại điện tử. Từ đó, đưa ra một số khuyến nghị để Việt Nam hoàn thiện khung pháp lý trong vấn đề này.

    Abstract Teacher educators influence the quality of future teachers and teacher education programs. However, their professional life during their mid and late career has not been scrutinized considering their work experience, particularly in Vietnam. Hence, this qualitative study explores the professional life phases of eight Vietnamese teacher educators, whose experience ranged from 6 to 26 years. In-depth interviews were conducted and a lifeline chart was applied when possible. The constant comparative method was applied for cross-comparison between cases. The study results revealed four career phases, including Phase I—Adaptation and competency building (1–5 years of work experience), Phase II—Stabilization (6–10 years of work experience), Phase III—Prosperous engagement (11–20 years of work experience), and Phase IV—Calming down or winding up (21 or more years of work experience). The findings may help administrators tailor teacher educators’ professional development based on their experience and expertise.
