    Abstract We consider channel coding for discrete memoryless channels (DMCs) with a novel cost constraint that constrains both the mean and the variance of the cost of the codewords. We show that the maximum (asymptotically) achievable rate under the new cost formulation is equal to the capacity-cost function; in particular, the strong converse holds. We further characterize the optimal second-order coding rate of these cost-constrained codes; in particular, the optimal second-order coding rate is finite. We then show that the second-order coding performance is strictly improved with feedback using a new variation of timid/bold coding, significantly broadening the applicability of timid/bold coding schemes from unconstrained compound-dispersion channels to all cost-constrained channels. Equivalent results on the minimum average probability of error are also given.

    Abstract Vegetation cover change and its interaction with climate are significant to study as it has impact on ecosystem stability. We used the Normalized Difference Vegetation Index (NDVI) and climatic factors (temperature and rainfall) for investigating the relationship between vegetation and climate. We also traced spatiotemporal changes in the vegetation in Pakistan from 2000 to 2020; we used the Hurst exponent to estimate future vegetation trends in Pakistan. Our results show an increase in vegetation throughout Pakistan, and the Punjab Province is showing the highest significant vegetation trend at 88.51%. Our findings reveal that the response of vegetation to climate change varies by region and is influenced by local climatic conditions. However, the relationship between rainfall and annual NDVI is stronger than the temperature in the study area-Pakistan. The Hurst exponent value is above 0.5 in all four provinces, that is, the indication of consistent vegetation trends in the future. The highest values are observed in Punjab and Khyber Pakhtunkhwa (KPK). In the Punjab Province, 88.41% of the area showed positive development, with forests in particular showing a significant positive effect on land use classes. On the other hand, the Sindh Province has the highest negative result at 2.87%, with urban areas showing the highest negative development. To sum up, the NDVI pattern and change attribute suggest vegetation restoration in Pakistan.

    Abstract We show the existence of variable-rate rate-distortion codes that meet the disortion constraint almost surely and are minimax, i.e., strongly, universal with respect to an unknown source distribution and a distortion measure that is revealed only to the encoder and only at runtime. If we only require minimax universality with respect to the source distribution and not the distortion measure, then we provide an achievable $\tilde{O}(1/\sqrt{n})$ redundancy rate, which we show is optimal. This is in contrast to prior work on universal lossy compression, which provides $O(\log n/n)$ redundancy guarantees for weakly universal codes under various regularity conditions. We show that either eliminating the regularity conditions or upgrading to strong universality while keeping these regularity conditions entails an inevitable increase in the redundancy to $\tilde{O}(1/\sqrt{n})$. Our construction involves random coding with non-i.i.d.\ codewords and a zero-rate uncoded transmission scheme. The proof uses exact asymptotics from large deviations, acceptance-rejection sampling, and the VC dimension of distortion measures.

    Abstract For curing of fiber-reinforced epoxy composites, an alternative to thermal heating is the use of microwave energy, which cures quickly and consumes less energy. Employing thermal curing (TC) and microwave (MC) curing methods, we present a comparative study on the functional characteristics of fiber-reinforced composite for microelectronics. The composite prepregs, prepared from commercial silica fiber fabric/epoxy resin, were separately cured via thermal and microwave energy under curing conditions (temperature/time). The dielectric, structural, morphological, thermal, and mechanical properties of composite materials were investigated. Microwave cured composite showed a 1% lower dielectric constant, 21.5% lower dielectric loss factor, and 2.6% lower weight loss, than thermally cured one. Furthermore, the dynamic mechanical analysis (DMA) revealed a 20% increase in the storage and loss modulus along with a 15.5% increase in the glass transition temperature (Tg) of microwave-cured compared to thermally cured composite. The fourier transformation infrared spectroscopy (FTIR) showed similar spectra of both the composites; however, the microwave-cured composite exhibited higher tensile (15.4%), and compression strength (4.3%) than the thermally cured composite. These results illustrate that microwave-cured silica-fiber-reinforced composite exhibit superior electrical performance, thermal stability, and mechanical properties compared to thermally cured silica fiber/epoxy composite in a shorter time and the expense of less energy.

    Abstract The study has conducted multiparametric optimization of a newly modified double stage reheated organic Rankine cycle configuration for the objective function of specific work output and its comparison with other conventional configurations of the organic Rankine cycle for the waste heat recovery-based repowering of a degraded combined cycle gas turbine power plant using R245fa, R113, and R141b as the working fluids. Thermodynamic performance of the triple cycle formed by integrating each organic Rankine cycle configuration with the combined cycle gas turbine unit is assessed in terms of repowering, specific fuel consumption and specific water consumption along with the associated greenhouse gas emissions. 24-hour performance variation of the combined cycle gas turbine unit has been incorporated in the analysis. It is found that the double stage reheated organic Rankine cycle configuration has outperformed other configurations in terms of thermodynamic performance. Triple cycle for the double stage reheated organic Rankine cycle has resulted in an average of 1.37% increase in net power output for the working fluid R141b, equivalent to 5.10 MW of additional power output. The thermal efficiency of the triple cycle for double stage reheated organic Rankine cycle has increased by 1.40%, whereas the specific fuel consumption and specific water consumption have reduced by 1.28% and 3.35%, respectively using R141b as the working fluid. The highest waste heat recovery potential is exhibited by the integrated basic organic Rankine cycle configuration for the working fluid R245fa, recovering 30,840 kW of waste heat, equivalent to the burning of 2467.2 kg/hr of CH₄ and 6784.7 kg/hr CO₂ emissions.

    Abstract A novel variant of lossy coding is considered in which the distortion measure is revealed only to the encoder and only at run-time. Two forms of rate redundancy are used to analyze the performance, and achievability results of both a pointwise and minimax nature are demonstrated. One proof uses appropriate quantization of the space of distortion measures while another uses ideas from VC dimension and growth functions. Future research directions pertaining to Rissanen's redundancy result are discussed.

    Abstract Challenges to globalization have grave implications for the worldwide liberal order that emerged with the end of the cold war. These challenges began to ascend from the West. The occasions like Brexit, ascent of radical rightist political groups in Europe, recognition of isolationist policies, choice of former US President Donald Trump (Originator of isolationist policies), and the strive towards confinement of manufacture and services have altered the contours of global liberal order. The objective of this examination is to find the factors that prepared ground for anti-globalization accounts as well as to discover its effect on the global liberal order by applying the content analysis method. This study will assume qualitative methodology utilizing both primary and secondary data i.e., government documents, annual reports, speeches of leaders, books, journal articles and newspapers etc. The findings of the study concludes that anti-globalization narratives are translating into the electoral processes, progressing hyper-nationalism over liberal order; multi-polarity above Uni-polarity; and Isolationism above free market economy. All such changes have critical repercussions for the global liberal order, hence, should be observed cautiously. If the pattern proceeds, the world pioneers ought to think about modifying the worldwide associations, alliances, as well as national security procedures.
